Articles XIII, XIV and XV of the 1987 Constitution turn the promise of social justice into specific duties of the State: protecting labour, carrying out agrarian and urban land reform, providing health services, giving priority to education, and protecting the Filipino family. Article XIII also creates the Commission on Human Rights.

Questions often ask what the Constitution "guarantees", "requires" or "prohibits". Read each provision carefully and note who holds the right and who carries the duty.
